Realizing the Ideal Digital Government

The active role of the community is needed to improve the quality of services

During stages in a fairly short period of time, technology, especially the internet, can change all aspects of people's lives. Starting from the lifestyle of the people personally, to the realm of government. The integration of digital technology in government, both at the central and regional levels, is able to make various government activities run in a shorter time, with higher effectiveness and efficiency, and can provide better transparency to the public. This is what is termed as Digital Government or Digital Government.

In general, digital government can be defined as a platform that allows the public to access various government information and services anytime, anywhere, and with any device. The content of this platform is broadly divided into three, namely information, public services, and regulations. This platform is also supported by technology including cyber security, big data, network, mobile, and so on.

Digital Governance in Indonesia

Although it has not been fully realized, the government in Indonesia has begun to implement the concept of digital transformation in several aspects. One of the example is Jakarta Smart City Lounges which was built by the DKI Jakarta Regional Government and was inaugurated in 2015. This place functions as a monitoring center, coordination, data analysis, and developer incubator as well as a tourist destination. This place is the center for the integration of several audio and video instruments, sensors, CCTV, river water level monitoring tools, and so on which become a source of government information as well as a source of information for the community.

This command center is also not the first in Indonesia. Because previously the Bandung Command Center has also been established to monitor the latest conditions in Bandung, West Java, starting from weather data, maps, video feeds, special vehicles location, video analysis and so on. This smart city integration is also equipped with smartphone application as a support smart city that can be downloaded by its citizens.

Collaboration with the New Zealand Government

The application of technology has also been carried out by various other regions in Indonesia. In addition to collaboration with local technology startups such as Qlue (Jakarta), there are also collaborations and collaborations carried out with other countries. One of them is the collaboration between the Kulon Progo Regency Government and the New Zealand Government (NZTE Government to Government or G2G) through the G2G Know-How program. This program is an initiative in helping partner countries to improve the performance of public servants and government.

New Zealand is one of the most successful countries in implementing digital government transformation. New Zealand is ranked third in the world in the “Stand-Out Digital Nations” (Tufts University, 2017) and is one of the Digital 7 (D7) Nations, which is the world's most advanced network of digital countries. The success of New Zealand's transformation program is made possible by innovation and active collaboration between government agencies and the private sector. An example of this collaboration is Creative HQ, an innovation program organizer that is part of a digital transformation initiative in Wellington, New Zealand.

Through G2G Know-How, the New Zealand government cooperates with several regions in Indonesia. The purpose of this collaboration is the transfer of experience and knowledge about digital transformation in the public service sector in New Zealand. The results of this collaboration are in the form of recommendations and technical assistance in developing integrated public service facilities, which facilitate online access for the public to obtain guidance in finding and using various available public services. This has long been implemented by the New Zealand government through the domain https://www.govt.nz.

Another form of collaboration that the New Zealand government has succeeded in carrying out digital transformation is with Eightwire, a platform provider data sharing based in New Zealand, in the form of a healthcare data consolidation project. Through this collaboration, the health care network in New Zealand can be more flexible and carry out more health checks to the community. This collaboration also allows for an examination of the performance of all doctors in New Zealand. In addition, the consolidation and secure exchange of data will allow the sector to reduce at least 50% of processing time and interoperability analysis (Eightwire, 2020).

The Role of Society in Digital Governance

In realizing digital government, not only government and technology have a role. The community as service users also has an equally big role to help improve the quality of the technology platform that has been created. Active roles that can be carried out include providing feedback in the form of positive input and constructive criticism on various matters. For example features, ease of access, speed of access, additional services and information, and so on.

With a continuous reciprocal relationship between users and service providers, the ideal public government service platform can be realized. With good digital governance, the government can carry out its functions more effectively and efficiently, and people can enjoy the convenience and comfort of accessing the public services they need at any time.
