Issue Regional Regulations, 11 Provinces Have Set Online Taxi Quotas

The deadline for determining quotas is until the end of January 2018

The Ministry of Transportation noted that 11 provinces have issued regional regulations (perda) that regulate online transportation.

The issuance of this regional regulation follows the provisions made by the government as stated in the Regulation of the Minister of Transportation (Permenhub) PM 108/2017 concerning the Implementation of Transportation of People With Public Motorized Vehicles Not On Routes, there are regulations regarding special rental transportation.

The eleven provinces are DKI Jakarta through the Jabodetabek Transportation Management Agency (BPTJ), East Java, West Java, Central Java, North Sumatra, Lampung, South Sumatra, West Sumatra, Bengkulu and East Kalimantan.

North Sumatra, for example, has set an online taxi quota of 3.500 units, Lampung 8 thousand units, East Java 4.445 units, and Jabodetabek 49.500 units.

"Tolerance until the end of January is still possible because the PM [ministerial regulation] in February [has not yet issued a regional regulation] will take action," said Budi.

The action will be carried out in February 2018, precisely in the first and second weeks, in the form of a warning or sympathetic operation to special rental transportation vehicles that do not comply with regulations. After these two weeks, the next law enforcement will be handed over to the authorities.

In determining the quota, the government also encourages the Land Transport Organization (Organda) to propose an online taxi quota to the respective Governors in each province. Thus, he hopes that by the end of this month all transportation business actors have complied with the provisions in the Minister of Transportation.

Budi continued that the Permenhub which regulates online taxis is a form of the government's neutral attitude towards online taxis and regular taxis.

East Java has officially launched online taxis

East Java recently inaugurated the operation of special rental transportation by stipulating the Governor's Regulation to determine the quota for online taxis that operate only 4.445 units. Consisting of 3 thousand units for Gresik, Madura, Mojokerto, Surabaya, Sidoarjo, and Lamongan areas. Then, 225 units in Malang Raya, and the rest in other areas.

The calculation of this quota is calculated based on the needs and distribution of the population of East Java. It is claimed this tally is meant to save the company ride hailing itself. Because the availability and needs that are not balanced will threaten the existence of the company.

This inauguration was marked by the installation of a special sticker to indicate that the online taxi had obtained an operating permit from the East Java Transportation Agency. The sticker is installed on the exterior of the online taxi. Quoted from KompasFrom the quota that has been set, there are only 113 online taxi units that have operating permits out of a total of 2.418 units submitted.

"As of today, only 113 online taxi units from nine companies have issued permits," said Head of the East Java Transportation Agency, Wahid Wahyudi, Thursday (4/1).

His party will continue the licensing process, starting from administrative checks to online taxi KIR tests.
