The Government Prepares Regulations on the National Strategy for Creative Economy Development

Aims to assist Bekraf coordination with other Ministries and Institutions for the development of the creative economy, targeted for completion this year

The government is currently discussing regulations that will replace Presidential Instruction (Inpres) No. 6 of 2009 concerning Creative Economy Development, which has been officially no longer valid since 2015. The draft regulation has been finalized and discussions between ministries and agencies (KL) are still ongoing.

It is planned that Bekraf and related ministries will form a working group to discuss further before being inaugurated by the President. The regulation is said to have passed the discussion stage at the Ministry of State Secretariat (Kemensetneg) and the Ministry of Law and Human Rights (Kemenkumham). The target will be published this year.

Previously, this Presidential Instruction was ratified by President Susilo Bambang Yudhoyono (at that time) by assigning the Ministry of Trade led by Mari Elka Pangestu as the coordinator of creative economy development among related KL.

The Presidential Instruction contains policies for the development of 14 creative industry sub-sectors from 2009 to 2015. There are 28 KLs who were instructed to be involved in the creative economy, starting from the Coordinating Minister for People's Welfare, Coordinating Minister for Economic Affairs, Minister of Trade, to the level of Governor, Regent/Mayor.

However, when Mari Elka moved to become Indonesia's Minister of Tourism and Creative Economy in 2011, the Presidential Instruction had not undergone any renewal at all until it expired in 2015. The Presidential Instruction was no longer active until the government established Bekraf through Presidential Regulation (PP) No. 6 of 2015.

"We are working on this regulation to be issued again, so that it does not go alone. This regulation will be the president's instruction on the national strategy for creative economy development, in which it will contain details about the main tasks of KL because there are so many intersections in the creative economy," explained the Deputy Head. Bekraf Ricky J Pesik, Thursday (2/3).

Later, the latest regulation will determine the ministry that will be appointed for the development of one of the creative economic sectors, assisting Bekraf as a non-ministerial government agency tasked with encouraging the development of 16 sectors of the Indonesian creative economy. The goal is to avoid overlapping and create efficiency.

Ricky ensured that when this regulation was enacted, the first thing Bekraf would do was communicate between KL for program alignment. Moreover, Bekraf needs a stronger legal umbrella in order to coordinate with inter-KL. This is because several ministries have their own rules for the creative economy.

Ricky gave an example that Bekraf needs coordination with the Ministry of Education and Culture for the film industry and the Investment Coordinating Board (BKPM) regarding the removal of cinemas from the negative investment list (DNI).

"Our big work is to map all activities related to the creative economy throughout KL, the goal is to make the workspace and authority visible so that integration becomes easier and does not overlap."

Regarding budget efficiency, this year the government has budgeted state funds for Bekraf of Rp 902 billion. The funds will be divided according to the main problems in the creative economy.

Ricky said that the focus of Bekraf's budget this year was infrastructure improvement. The amount of funds prepared is IDR 180 billion, about 19,96% of the total budget. One of the projects that Bekraf has prepared is to support the establishment of creative hubs in various regions. Meanwhile, the remaining funds will be used for marketing, research development, and others.
